Establishment of the HARBOUR AUTHORITY of PENDER HARBOUR (HAPH)

The HAPH was established to allow the Pender Harbour Community to manage Federal fishing harbours in the area. The HAPH is a not-for-profit corporation registered under the Canada Not-for-profit Corporations Act.

A Harbour Authority (HA) is a locally controlled organization which operates under a lease with the Department of Fisheries and Oceans (DFO) to operate and maintain a DFO-owned public commercial fishing harbour in the best interests of the commercial fishing fleet.

Why should people care about the Board and the Harbour Authority?

The Harbour Authority of Pender Harbour facilities are a major economic and community force in Coastal BC. While the primary purpose of our fishing harbours is to serve commercial fishing users, the harbours also serve as a platform that allows and enables a variety of recreation, aquaculture, tourist services and other activities.

Although the revenue base of harbour facilities alone are modest,
our facilities have many indirect positive effects.

For every dollar that flows directly through harbour operations in the Sunshine Coast region, another $27.00 accrues to the regional economy as sales values to commercial fishermen and/or fish processing plants, as expenditures by recreational boaters and marina tourists, or as expenditures by a wide variety of other users such as aquaculture, hand loggers, water taxis, ecotourism vessels, etc. that use our facilities.

The HAPH facilities also provide a necessary link to services for people that live on islands within the Gulf of Georgia. In addition, the Harbour Authority of Pender Harbour fosters community volunteerism, planning, and self-reliance, and is a focal point of community festivals, events, and leisure activities.

These economic, community and intrinsic benefits
substantially enhance the quality of life
in the coastal communities of the Sunshine Coast.

Harbour Authority of Pender Harbour is a Federally incorporated not-for-profit organization contracted by Small Craft Harbours.

Small Craft Harbours is a nationwide program run by Fisheries and Oceans Canada (DFO). More than 5,000 volunteers assist the program annually. It keeps the harbours that are critical to the fishing industry open and in good repair. The program operates and maintains a national system of harbours to provide commercial fish harvesters and other harbour users with safe and accessible facilities.
